Technology  Foresight :An opportunity for finding leverage points in developing countries

A country is a complex system consisting of a set of elements connected by multiple and non-linear relationships. Technology foresight, commonly defined as a systematic process to identify critical Ttechnologies [1] [2] that will allow countries to develop consistently and reach their goals, has been growing in importance during the last two decades.

 Technology foresight (TF) has been used to identify critical technologies that may be considered as leverage points of countries as a whole system. In recent years, many countries have developed foresight exercises to identify scientific and technology opportunities for medium and long-term goals [2]. More   

 China Draws on Global Wisdom in Sci-tech Planning

Chinese Premier Wen Jiabao said  that China is open to the advice of overseas experts in the process of drafting a medium and long-term plan for the advancing of science and technology.

Wen said China adopts an open approach in drafting a plan that is oriented to the world and the future. Wen made the remarks in a meeting with overseas experts attending a forum on science and technology development planning for the coming two decades in Beijing.

Wen said that in the new situation of rapidly advancing science and technology in the world, drafting the national plan requires a strategic study that focuses on the overall situation, strategic priorities and long-term prospects. More
